The deputy of the local council should represent the interests of citizens of his district, a territorial community or a group of voters. They must also fulfill their mandate within the limits of their authority. In order to correctly convey your problematic issue to a deputy, it is necessary to know what “voters’ mandate” is and what it is inside out.

Article 17. Law of Ukraine “On the Status of Deputies of Local Councils”:

Voters may give their local council members the mandates at meetings during their reports or meetings on issues arising from the needs of the respective electoral district or of the territorial community as a whole.

Mandates of voters should be supported by the majority of the participants of the meeting and should not be in conflict with the legislation of Ukraine, and their execution should belong to the authority of local councils and their bodies.

Mandates of voters should be communicated by the deputy of the local council to the relevant council or its bodies, which, taking into account material, including financial, opportunities, take appropriate decisions on their implementation. Decisions on these issues are brought to the attention of deputies of the local council and the territorial community.

Voters’ mandates are taken into account when developing plans and programs of economic and social development of the respective territory, local economic programs, budgeting process, as well as preparing decisions on other issues.

A deputy of a local council participates in the organization of the execution of voters’ mandates both as one person and within permanent and interim commissions of the council or within a deputy group formed for this purpose, may involve in their implementation bodies of self-organization of population, as well as voters in the respective electoral district.

The deputy of the local council periodically informs his voters about the results of consideration by the council and its executive bodies of the voters’ mandates and personal participation in the organization of their implementation.
