In 2019, the National Democratic Institute conducted a nationwide survey “Opportunities and Challenges Facing Ukraine’s Democratic Transition” concerning the political parties in Ukraine. The following results were received:

A lot of Ukrainians do not trust the parties. It is due to the fact, that oftentimes the party’s activities are completely different from its tasks according to the Constitution of Ukraine.

In 2020, the All-Ukrainian Initiative “Active Community” and Centre of Policy and Legal Reform (CPLR) in association with the National Democratic Institute and with the support from the United States Agency for International Development (USAID), held a series of public consultations with regard to composing the Draft Law “On Political parties”. Responsible politicians, activists, and experts got involved in the events all over Ukraine.

Next step – to develop a relevant law. It should promote the evolution of the political institutions in Ukraine and create grounds for quality partnership and cooperation between the citizens and the political parties, and, as a result, promote trust toward the latter.

“It is vital, that the parties are interested in cooperating with the citizens not only during the election process, rather on the regular basis. Our goal is to introduce new approaches and standards to promote development and interaction between parties and the society. This will allow the parties to become the core of the democracy as in other countries. As of now, we are still working on the necessary document,” Viktoriia Podhorna emphasized.

Oleksandra Hlizhynska, Executive Director of the Respublika Institute and co-founder of VI Hromna Hromada, spoke at a press conference: “New version of the Law on Political Parties: Purpose and Main Novelties”.

Viktoriia Podhorna, People’s Deputy of Ukraine, representative of the Verkhovna Rada working group concerned with composing the law on political parties, said that it is due to the fact that some provisions of the Law “On Political Parties in Ukraine” are out of date. Upon analyzing its performance over the 20 years, a number of major problems, critically diminishing the trust toward the political parties, was found.

The approach towards the political party regulation also plays an important role. There are two approaches:

It is worth mentioning, that the liberal approach is characteristic of the current political system of Ukraine, while the EU countries gravitate toward democratic-elitist approach.

It is obvious, that the need to change the party and political system in Ukraine is more than relevant.

A series of Public Consultations on the development of the draft law “On Political Parties” with the involvement of the public, experts, researchers, deputies and activists from all over Ukraine took place in December 2020.
