Successful cases about activation of citizens, introducing and applying of instruments of direct democracy

Interim Results of Our Activity

During January and February, All-Ukrainian Initiative “Active Community”, within of the Institute “Respublica” activities, established cooperation with the city councils through the signing of Memorandum of Cooperation. This work is carried out by activists during the campaign “Roadmap for government”. The parties declared their intention to cooperate and implement joint measures to attract citizens in order to implement the priority goals from the city development strategies.

Also, the regional coordinators organize different activities aimed at raising awareness among citizens about the tools of direct democracy, activating the society and engaging in decision-making at the local level.

In particular, the long-term campaign “Roadmap for government” is implemented in 30 cities in terms of organization of public consultations. Among them 18 regional centers and 12 small cities. In the part of promoting public reporting of city mayors, the Institute will carry out a project in 12 small and 1 oblast center.

Memorandums are already signed in Dobropillya, Drohobych, Zhmerynka, Zaporizhzhia, Kamianets-Podilskyi, Kropivnitskyi, Lviv, Poltava, Rivne, Skadovsk, Uzhhorod, Khmelnytskyi.

Public consultations with citizens started in Poltava, Drohobych and Skadovsk. At the final stage of launch are Dobropillya and Zinkiv. As for the public reporting of city mayors, Mayors of Kamianets-Podilskyi and Zhmerinka are ready to communicate with citizens.

Public Consultations Are Continuing

In Poltava, Drohobych (Lviv region) and Skadovsk (Kherson region) are continuing public consultations.

Public consultation is a process of communication between public authorities (local governments) and citizens (stakeholders), in which both parties become aware of different perspectives and proposals. It is an instrument that enables citizens to influence the content of decisions made by public authorities or local self-government.

In Poltava region, the asked question is about the name of Poltava International Airport. It may be given the name of one of the prominent Ukrainian figures. Among the possible options are Mykola Gogol, Ivan Kotliarevskyi, Ivan Mazepa, Symon Petliura, and Grigoryi Skovoroda.

Public consultations in Drohobych began with an extremely interesting and debatable topic, on which representatives of the city council and communities have been working for two years. This is branding of the city, which includes two components, a slogan and a city logo.

This public consultation raises the question: “Which slogan will represent Drohobych the best?” Among the options are the following:

  1. Drohobych: what it’s all about!
  2. Drohobych is Aligan city!
  3. Drohobych: one and a half of city!

In Skadovsk the public consultation is about the development of infrastructure and improvement of the city. The community is discussing the question how to name the main square of the city.

Public consultations last until March 31.

City Spring Student Debate Tournament Started

The spring for active college students in Kamianets-Podilskyi began with the qualifying phase of City Spring Student Debate Tournament.This time, the topics of debate games were close to the representatives of educational institutions. Teams from a medical school have been debating about the abortion. Students of the tax college discussed the relevance of introduction of scholarships on contract form of study and the abolition of dress-code at universities.

The clarity and accuracy of arguments presented at the debate were aimed at the important issue: the necessity and feasibility of external qualifications for the students of the I-II levels of accreditation. Students showed a high level of knowledge of the topic.The winners will be eligible to participate in the next tour of tournament. The winners of the final will be able to go to Kyiv at the National Debate Tournament, and represent their city among 30 teams from different parts of Ukraine.
