One of the most recent information was that a holder of a plastic ID card (passport with biometric data) will not be able to take part in the presidential election on March 31. This has been reasoned by the fact that a new document and guarantee the receipt of a ballot paper for an elector did not register in the Ukrainian legislation.<\/p>\n<p style=\"text-align: justify;\"><em><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-9333 alignleft\" src=\"http:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Mykola-YAtskov.jpg\" alt=\"\u041c\u0438\u043a\u043e\u043b\u0430 \u042f\u0446\u043a\u043e\u0432\" width=\"464\" height=\"309\" srcset=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Mykola-YAtskov.jpg 960w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Mykola-YAtskov-300x200.jpg 300w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Mykola-YAtskov-768x512.jpg 768w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Mykola-YAtskov-212x141.jpg 212w\" sizes=\"(max-width: 464px) 100vw, 464px\" \/><\/em>We asked the lawyer and regional coordinator of Institute Respublica, <strong>Mykola Yatskov<\/strong>, to either refute or confirm this myth.<\/p>\n<p style=\"text-align: justify;\">&#8211; Those who have a passport of a citizen of Ukraine in the form of a card are not required to worry. According to the Law of Ukraine \u201cOn Elections of the President of Ukraine\u201d, the grounds for receiving an election ballot at ordinary and special polling stations are the presentation by a voter of a passport of a citizen of Ukraine.<\/p>\n<p style=\"text-align: justify;\">According to the Law of Ukraine &#8220;On the Uniform State Demographic Registry and Documents Confirming the Citizenship of Ukraine &#8230;&#8221; and the Regulation on the Passport of a Citizen of Ukraine, approved by the Verkhovna Rada of Ukraine Resolution (No. 2503-XII of 26.06.1992), the current version allows simultaneous circulations of the passports of Ukrainian citizen in a form of a passport book or in a form of a biometric identity card. Both forms are equivalent. Therefore, this cannot be the reason to be rejected from being admitted by the election commissions at the election process if one owns such a document.<\/p>\n<p style=\"text-align: justify;\">On November 16, in the Verkhovna Rada, the People&#8217;s Deputy Valery Pysarenko, was registered with the Draft Law on Amendments to the Law on the Election of the President of Ukraine, in relation to guaranteeing the electoral rights to persons holding a passport of a citizen of Ukraine in a form of a plastic ID-card No. 9293. His goal is to establish legislative mechanisms guaranteeing the electoral rights of persons holding a passport of a citizen of Ukraine in the form of a plastic ID-card.<\/p>\n<p style=\"text-align: justify;\">In my opinion, this bill is purely technical. By supporting it, or not, the parliament will not affect the ability of voters, who possess the passports in the form of a card, to exercise their active suffrage.<\/p>\n<ul style=\"text-align: justify;\">\n<li>What to do in order to be safe and how to verify whether you can vote?<\/li>\n<li>Take time and visit the State Registry of Voters in your city council or district administration at your place of residence on March 25, 2019. There you will be able to check yourself in the register of voters or apply for a change of your electoral address if you plan to move out.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Also, according to the information from colleagues at the NGO &#8220;Grupe Vplyvu&#8221;, it is worth checking that the name, patronymic and electoral address of the State Register of Voters are correctly indicated.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-9332\" src=\"http:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Vyborets.png\" alt=\"\u0412\u0438\u0431\u043e\u0440\u0435\u0446\u044c\" width=\"1304\" height=\"694\" srcset=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Vyborets.png 1304w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Vyborets-300x160.png 300w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Vyborets-768x409.png 768w, https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2019\/01\/Vyborets-1024x545.png 1024w\" sizes=\"(max-width: 1304px) 100vw, 1304px\" \/><\/p>\n<p style=\"text-align: justify;\">In order to do this, you need to register on the &#8220;Voter&#8217;s Personal Cabinet&#8221; and make a corresponding request on the website &#8220;State Register of Voters&#8221; (<a href=\"http:\/\/www.drv.gov.ua\">www.drv.gov.ua<\/a>). The response to the request will be sent to the specified email within two days (48 hours) if the confirmation procedure has been completed. Otherwise, it will be available for viewing in your personal office.<\/p>\n<p style=\"text-align: justify;\">The closest department for conducting the state register of voters can be found on the website of the State Register of Voters.<\/p>\n<p style=\"text-align: justify;\">And in the meantime time, immediately check your details!
