Success Stories of Staroushytska and Satanivska Communities"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>Each community is unique, it has its own potential and active residents. Since 2014, the Institute \u201cRespublica\u201d and the All-Ukrainian Initiative \u201cActive Community\u201d have been working to ensure a full-fledged dialogue between the authorities and the community.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2020\/12\/Aktyvna-Gromada_Hmelnytskyy--1024x576.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p>Community development is the foundation for a strong and economically sustainable country. That is why a community needs to have a vision of where to move on, a development strategy, a comprehensive approach to attracting investors and finding partners, etc.<\/p>\n\n\n\n<p><strong>Yuliia Mazur, the regional coordinator of the All-Ukrainian Initiative \u201cActive Community\u201d in the city of Khmelnytskyi,<\/strong> believes that \u201ccommunities have a huge demand for information on the development of local self-government bodies\u201d.<\/p>\n\n\n\n<p>\u201cThere are not many educational events held in small communities. Few public organizations work on the local level, in communities. Most of them work at the nation-wide level. Therefore, the activities of the All-Ukrainian Initiative \u201cActive Community\u201d find a broad response among citizens. I urge other NGOs not to turn a blind eye to small communities, because they have great potential,\u201d Yuliia Mazur says and shares her experience of working with Staroushytska and Satanivska communities.<\/p>\n\n\n\n<p><strong>On the activities of the All-Ukrainian Initiative \u201cActive Community\u201d in ATCs<\/strong><\/p>\n\n\n\n<p>This format of work was new to us. Previously, we did not cooperate directly with ATCs. Therefore, for us, on the one hand, it was a challenge. On the other hand, it was a very interesting experience, because currently, communities have a huge impact on the development of territories and the development of Ukraine as a whole. We worked with the Staroushytska and Satanivska communities within the framework of the campaign \u201cSet a Policy Line for Authorities\u201d. They are similar, but, at the same time, they have slightly different demands. Speaking about the challenges, we can mention the distance from Khmelnytskyi to these communities. It was difficult to get there, but it was worth it. We started the cooperation with the study visits to these communities. We wanted to know what kind of communities they were, what were their challenges and problems, and to explore their potential. We needed this to understand how to cooperate with them and to have additional competencies that could help these communities. We were lucky: these communities have a huge tourist potential! Serhii Tolstikhin, the communication manager of the All-Ukrainian Initiative \u201cActive Community\u201d in the city of Khmelnytskyi, and I are involved in the development of tourism, we travel a lot ourselves and study the development of territories in other countries and Ukraine. Thus, we decided to combine all our competencies and their requests and started working together.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2020\/11\/Znimok-ekrana-o-15.20.41-1.png\" alt=\"\"\/><\/figure>\n\n\n\n<p><strong>On the activities at <a>Staroushytska community<\/a><\/strong><\/p>\n\n\n\n<p>When we started holding the introduction training, we talked to citizens, telling them how the work in the communities is arranged, how the budget is filled, what the governing bodies in the communities are. In communication with the citizens, we started drawing up the \u201cCommunity Development Map\u201d, collected their suggestions on what should be improved in the community. Later we saw that in fact a large number of citizens were active and wanted to improve the situation in their community, adequately realizing the problems. Our workshops allowed us to identify the initiative groups of citizens. Some of them focused on tourism, some \u2013 on cultural development, and some \u2013 on cooperation with young people. Eventually, these initiative groups transformed into real projects, including the project \u201cLegends of the Lowlands\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2020\/11\/Znimok-ekrana-o-15.24.26-1024x537.png\" alt=\"\"\/><\/figure>\n\n\n\n<p>In cooperation with schoolchildren, active representatives of public organizations, representatives of the authorities and local businesses, we have been elaborating on the tourist products of the Staroushytska community. We have created a tourist route. School students attending a local history club were engaged in collecting photos and drawing interesting places on the map. They had been exploring their community, taking pictures and making descriptions all by themselves. This project continues to grow. The leadership of the community saw this potential, allocated budget funds, along with the funds of local businesses and set up tourist direction signs. Now the community is working hard to develop tourist products and has many plans for the future.<\/p>\n\n\n\n<p>Yet another wonderful project implemented by the initiative groups is the restoration of wells and bus stops.<\/p>\n\n\n\n<p>A lot of work has been done to improve the local wells, which are unique \u2013 they are several hundred years old. Local activists raised funds, united people to clean them up, restore them, and paint them with local paintings. Another initiative group was working to restore the bus stops. The bus stops were also painted and now, in this community, they look neat and tidy.<\/p>\n\n\n\n<p><strong>On the activities at Satanivska community<\/strong><\/p>\n\n\n\n<p>This community also possesses huge potential. When we started working with this community, they initiated a community participation budget. That is why we focused our workshop on the topic of participatory budget, in order to tell the citizens more about it, to encourage participation in the public budget. Back in March, before the quarantine was imposed, we had managed to visit every village in this community, to hold workshops on community management and budget. In particular, while holding a workshop on the budgeting in a community, we talked about the participatory budget.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/inrespublica.org.ua\/wp-content\/uploads\/2020\/11\/Znimok-ekrana-o-15.27.06-1024x498.png\" alt=\"\"\/><\/figure>\n\n\n\n<p>While holding these workshops, we immediately grouped citizens into specific interest groups, where they, right from the start, began to come up with ideas and develop the projects eligible for submission for the participatory budget. Of course, the COVID-19 pandemic has made some adjustments. Still, some 12 projects were submitted. These were the projects from all the villages of the community. As of now, the 5 winning projects have already been successfully implemented and already changed the community for the better. There were two projects aimed at the improvement of facilities at schools. One related to the arrangement of a recreation park. Additionally, there were 2 sports projects: to install outdoor fitness equipment and to arrange sports grounds. That is, the citizens really had a huge interest in the changes, while we, on our part, had been advising them with regard to writing the project applications and applying for funding. We hope that next year they will continue this tradition, submitting new projects for the participatory budget, because people are very interested in it.<\/p>\n\n\n\n<p><strong>Plans for further cooperation with the communities<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The quarantine called for adjustments, and the poor Internet connection was added to the challenges. But we found a solution: people had been gathering in groups of several people at village councils. We have many plans for the next year. The first priority is to work with young people. For example, people want to establish a youth council at the Satanivska community. We will be happy to help and train them in this. The plans also include the development of youth policies in the localities. Young people are very active, but you need to know how to engage them, and this is a very good trend that communities realize this.<\/p>\n\n\n\n<p>The next step is to conduct an information campaign on the sources of filling the community budget. In particular, we want to talk more about local taxes and fees. The plans are to pay more attention to the tourist tax. Both communities have many tourist and recreational facilities. But, unfortunately, the share of this tourist tax in the community budget is insignificant. Citizens do not always understand that 100% of this tax always remain at the community and are used for its improvement.<\/p>\n\n\n\n<p>The next area is the use of community participation tools. This encompasses the participatory budget, the introduction of this tool at Staroushytska community, the use of other tools and the introduction of the Community Development Map. It is important for people to know how to use it. During the workshops, it was a revelation for many participants that council members are obliged to report on their work.<\/p>\n\n\n\n<p>Next year we are not going to abandon the area of tourism, because we have a lot of respective achievements in both communities. We hope to continue cooperation with them and keep working on the development of tourist routes and tourist products.<\/p>\n\n\n\n<p>Note. The mission of the \u201cActive Community\u201d is to achieve prosperity through the democratic development of Ukrainian communities. The goal for 2025 is to activate and involve at least 1% of citizens in decision-making and promotion of reforms in Ukraine on a systemic basis for the well-being of Ukrainian communities. The initiative was created through the activities of the Institute \u201cRespublica\u201d.
