Institute Respublica (IR) was created in\u00a0<\/span>1997<\/b>\u00a0as a socio-analytical center. <\/span>Volodymyr Chemerys<\/span><\/a> a <\/span>human rights activist \u00a0and a classic of freedom of peaceful assemblies became the founder of it.\u00a0Experts of the\u00a0Institute developed a draft law “On status of the capital of Ukraine – Kyiv ” adopted by Verkhovna Rada in 1997. At the same year, President Leonid Kuchma vetoed the law.<\/span><\/p>\n

1998 – 2000.<\/b>\u00a0The Institute formulated and proposed public and government the idea on necessity of changing the system of political, social and economic relations in the country and the necessity of transition to a parliamentary republic in Ukraine.<\/span><\/p>\n

The Institute became one of the ideological centers of the new democratic movement in Ukraine and a leading human rights organization in the country.<\/span><\/p>\n

2000-2001.<\/b>\u00a0IR\u00a0became the basis for the movement\u00a0<\/span>“Ukraine without Kuchma”<\/b><\/a>\u00a0which was aimed at resignation of the President of Ukraine, Leonid Kuchma. The action was supported by 24 political parties and NGOs.<\/span><\/p>\n

2001.<\/strong> IR implemented the\u00a0“Law against abuse of power” project (protection of young people civil rights, including free expression of their views and prevention of political repression by the authorities).<\/p>\n

From 2001. <\/b>The\u00a0Institute specializes in the right of citizens to carry out peaceful assemblies as a primary means to defend their civil rights.<\/span><\/p>\n

The Institute began a systematic monitoring observing the right of freedom of assembly. During several years the Institute issued a number of publications related to human rights,\u00a0namely:\u00a0“I have a right” (about rights of students), “Case 9 March” (about first political prisoners in independent Ukraine).<\/span><\/p>\n

2002.<\/strong> IR\u00a0carried\u00a0the “Partnership for Reforms in Ukraine” project in the framework of the Freedom house.\u00a0The Institute initiated creation of the first Ukrainian Commission on journalistic ethics and National journalism organization – Alternative Union of Journalists of Ukraine.<\/span><\/p>\n

2003.<\/strong> IR\u00a0released “Faces of protest” documentary about social causes of “Ukraine without Kuchma” action.<\/p>\n

The Institute also began to publish regular reports on the right to peaceful assemblies in Ukraine.<\/span><\/p>\n

In 2004<\/b>, The Institute became one of the founding members of the\u00a0<\/span>Ukrainian Helsinki Human Rights Union<\/b>.<\/span><\/p>\n

2005<\/strong>. Institute Respublica together with other human rights organizations for the first time from the public sector developed a bill “On freedom of assembly”, which was submitted to the Verkhovna Rada by deputy V. Musiyaka. However, it was not accepted.<\/p>\n

2005-2012.<\/b>\u00a0Volodymyr Chemerys was the\u00a0Council spokesman of Public Affairs of Ukraine on Human Rights on freedom of assembly.<\/span><\/p>\n

2006 \u2013 2013.<\/b>\u00a0\u00a0IR actively protected the right to peaceful assembly in Ukrainian and international courts.\u00a0It also insisted on cancellation of several local “Regulations on rallies and demonstrations” that did not correspond to the law.<\/span><\/p>\n

2010.<\/strong> The Institute initiated a petition under appeal to President Obama\u00a0demanding to pay compensation to the family of a Ukrainian journalist Taras Protsiuk, killed in Iraq in 2003.<\/p>\n

In 2011<\/b>\u00a0upon the initiative of Institute Respublica a coalition of NGOs – Nationwide initiative “For a peaceful protest” was established.\u00a0In general initiative\u00a0conducted 40 public events, collected more than 15 thousand signatures for a petition to the President and the Verkhovna Rada of Ukraine for the Protection of the right to peaceful assembly.<\/span><\/p>\n

In 2012<\/b>\u00a0Nationwide Civic Association “Institute Republica”\u00a0was established.<\/span><\/p>\n

2013 – 2014.\u00a0Euromaidan.<\/b><\/p>\n

Experts and activists of Institute Respublica\u00a0took part in events of the Revolution of Dignity – Euromaidan.<\/span><\/p>\n

  • IR almost day and night monitored the situation in regions and provided counseling and legal aid to activists.<\/span><\/li>\n
  • Most of the coordinators of IR\u00a0participated in the coordination of Maidan Public Councils in Ukraine.<\/span><\/li>\n
