In August, two public consultations were completed: one is about the scheme of arrangement of bolards on the street Sobranetska and second is about the organization of traffic on Dovzhenko Street on weekends and holidays. The result will motivate the city authorities for further consultations using the method of public hearings and analysis, sending proposals from indifferent inhabitants of Uzhgorod.
The inhabitants of the city were offered to choose alternative variants of the scheme of arrangement of bolards on the street Sobranetska. The bolard is a street pillar, a concrete half-sphere designed to block traffic and vehicle parking, as well as to distinguish lawns and pedestrian areas from roads.
288 citizens took part in this public consultation, and 127 of them voted for the placement of bolards on both sides of the street.
The result look like this:
Taking into account the positive tendency of the project’s support during the whole consultation time, these semispaces have already been mounted on one of the sites of Sobranetska Street.
Also in inhabitants of Uzhgorod were asked “How to organize traffic on Dovzhenko Street from April to May?”. Well-preserved monuments of architecture combined with the magnificent sakura prompt people to make the photo on the streets in this time. However, this is not very safe given the lively traffic flow.
The consultation was attended by 160 citizens. And they expressed their thoughts as follows:
- for the prohibition of vehicles on holidays and weekends – 74 votes;
- for the prohibition of vehicles on holidays and on weekends from 8:00 to 17:00 – 30 votes;
- against any restrictions – 56 votes.
As we can see, the difference between the votes are insignificant. Therefore, most likely, the city council will not currently accept changes in the organization of traffic on this street.
At the same time, the administrators of “Your Opinion” system recorded an unfortunate incident. Consistently with the system interval one person (IP-address) voted 291 times for the third option of public consultation, so these votes would not be taken into account.
We remind that public consultations are a process of communication between local governments and citizens (stakeholders), through which both sides become aware of different perspectives and proposals. This is an instrument that enables citizens to influence on making-decision taken by local governments.
Note. All-Ukrainian initiative “Active Community” – association of people and social movements for self-organization and participation in solving local problems. The initiative was created within the Institute Respublica. The Project “Roadmap For Government” is being implemented with the support of the National Democratic Institute (NDI).
